The Trusted Exchange Framework and Common Agreement (TEFCA) is now available, following multiple years of draft guidance and revisions across two administrations. The TEFCA stems from the 21^st Century Cures Act of 2016 and is intended to establish a universal policy (“Common Agreement”) and technical (“Trusted Exchange Framework”) floor for nationwide interoperability and data exchange. The TEFCA additionally addresses the concept of Individual Access Services (IAS), which describes the use case of individuals accessing their own patient record and individual health data via this nationwide framework. It is important to note that TEFCA participation is currently optional, but we expect that over the next couple of years, federal programs will require some level of participation in TEFCA. This news is especially important to Civitas members with HIE use cases, but in future may become relevant to all Civitas members who work with health data.
