States are essential to advancing health interoperability and infrastructure. Civitas launched the State Health Technology Commons to empower government leaders through collaboration, knowledge sharing, and targeted technical support.
This initiative provides a neutral forum for state leaders, offering peer learning on topics like financing, public health data modernization, and cross-sector data exchange. Participants gain access to collaborative workshops and tools that help shape effective, scalable strategies for state-level health technology solutions.

Civitas Networks for Health is actively advancing the national conversation and implementation of Health Data Utilities (HDUs)—community-governed, multi-stakeholder entities that provide trusted, actionable data across sectors to support public health, care delivery, social services, and value-based models. Since releasing our foundational HDU Framework, Civitas has continued to evolve its work in this space—offering new resources, technical guidance, maturity models, and state-specific case studies that reflect the dynamic and growing role HDUs play in health data infrastructure.
